Scientists say that these are not moons born near Neptune, but they were born somewhere else. Then later Neptune’s gravity pulled them. After which they started circling it.

Neptune’s moon, which is brighter, is about 23 kilometers wide, and it completes one revolution around Neptune in 9 years. At the same time, the moon which is less bright is about 14 kilometers wide. It completes one revolution of the planet in 27 years.
